Terence Gavaghan, Of Lions and Dungbeetles, 1999 In 1945 the DC Atkins was in a low, rambling but functional and whitewashed district office in Kisumu. It was quite airy in spite of the humidity which the DC evidently found oppressive as his ample frame was habitually unbuttoned to the vest. He often used to hum in snatches, suggesting preoccupation or impatience. Although diffident to the point of shyness and rarely looking directly at one, he was clearly able and not unkind. . . A lusty Brasenose College Oxford oarsman, he had gained ballast and beam as Commodore of Kisumu Yacht Club, in which he was known for his expertise at luffing, or taking the wind from one's sails. He had once been a DO at Maralal, and the DC of Tana River District, where the Hola of irrigation scheme and detention camp were later situated, and had recently been Permanent Secretary for African Affairs.
