Uganda Journal - Vol. 21, No. 1 - Early Days in Kampala by W.E. Hoyle - …….. As the new Kampala continued to grow it became necessary to establish a Department of Police, and in 1906 Captain W.F.S. Edwards arrived to undertake the work of Commissioner. One of his first assistants was an Irishman, named Mitchell, who ranked as Inspector.  ………. Petty thefts and such like were usually tried by ADCs and the memory of an amusing incident comes to mind. I had occasion to prosecute a Muganda for a theft at the Stores. The Inspector, who had recently arrived, opened the case for the prosecution, and in addressing the magistrates made very liberal use of the words "Your Worship". This new appellation sounded strange to our ears. It went on for some time, when suddenly the ADC magistrate said, "Half a minute", and pulling out his pipe and tobacco quietly remarked, "May His Worship smoke?" Having lit his pipe he continued with the case.
