Nicholls - Feetham's report on local government finally appeared in 1929 and its recommendations were put into effect the same year. H.T. Martin, the Municipal Engineer of Nairobi so despised as a town planner by his subordinate Henry Elliot Fitzgibbon, left Kenya and things began to improve.

Papers of Henry Elliot Fitzgibbon Bodleian Library Mss Afr.s.1231 Martin refused to meet Fitzgibbon - 'destructive designs which Mr Martin appears to entertain against me and my work'.My annual report for 1929 was suppressed by him. Martin tried to transfer me secretly to the Survey Dept. Martin refused to put me on a permanent and pensionable basis after my last tour of service. I appealed to the Secretary of State. Government threatened to suppress my post. Martin prepared the Town Planning Scheme for Mombasa which would cost £300,000, and this would exhaust the municipal credit of Mombasa and there is no need for it. Martin is responsible for inexpert town planning adventures in Mombasa and Nairobi.
