Oscar - [Note] - There were brothers of this name in the Administrative Service, known as Long and Short Horne. Long (H.H.) Horne was in fact quite a bit older than Oscar [Watkins], had worked in Mexico before serving in SA and had joined the service in BEA in 1903. ...... 'He seems very verbose, and somewhat erratic but most energetic.  Gethin - Long Horne from Kisumu took over from Spencer at Kisii in about 1914. He reverted to the rank of DC on the return of John Ainsworth from leave. Horne was a very different proposition from Spencer, hard as steel and what he said went and no argument.                                                   
Rediscovered - 1913 - Kisumu - we went up to call on the PC, who proved to be the brother of that Horne we formerly met at Meru. This is a very tall man, so he is known as Long Horne, and the other as Short Horne. He was extraordinarily cordial ....... invited us to lunch. ..... Horne is very much interested in opening his district by means of good roads (in the native sense). He tried in vain to get the chiefs interested; and finally hit on the happy idea of a bicycle for each chief and an askari to teach him to ride. ....... Horne also told of the man who put a rain gauge on his flat roof. After the first rain he sent his clerk up to read it. The clerk reported 31 inches. Disbelief: proof; investigation! It turned out that an askari was posted on the roof at night, and that the rain gauge's purpose had been mistaken by that askari!
