Debrett - entered RE 1890, became Capt. 1901, and Brevet Major 1902, retired 1911; served in S. Africa 1899-1902 as Dep. Assist. Director of Railways on HQ Staff (despatches, 2 medals with 6 clasps, Brevet Major, DSO); was Director of Burgher Land Settlement in S. Africa 1902-5, and a Staff Officer RE, E. Command 1906-7, since when he has been employed in EA Protectorate and Uganda on special duty under Colonial Office and British Cotton Growing Asso.; has Order of the Crown of Belgium
Playne - British EA Corporation Ltd. - The Corporation, with nominal capital £100,000 was registered in London in December, 1906, with, as its principal object, the prosecution in British EA and Uganda of the work and policy of the British Cotton Growing Association. The latter, as is well known, is a society incorporated under Royal Charter to spread cotton growing within the Empire etc. ...... engaged in ancillary activities  to promote cotton growing ...... in view of the Government interest in the development of the countries, the Colonial Office lent the Association the services of Major Leggett DSO, Royal Engineers, who had previously been employed in S. Africa under Lord Milner on land settlement work; and this officer was appointed General Manager of the Corporation in EA.

African World 31/10/1913 - His first official appointment was as Board of Trade Delegate to the International Railway Congress in 1895. During the War he did conspicuous wwork as a Special Service Officer on the HQ Staff. In 1907 he was lent to the Colonial Office for Special Duty under the Council of the British Cotton Growing Association in East Africa and Uganda. He is a  useful member of the Legislative Council of BEA. During the last 5 years - as Managing Director of the British East Africa Corporation he has played an increasingly important and noteworthy part in the development of the Protectorate which he has made his home.
