Hobley - the First Minister of the Sultan of Zanzibar. What EA owes to his benign influence over the Arabs, from their ruler downwards, will, I fear, never be fully realised. (He was very kind and helpful to Hobley)  
Permanent Way - 'Wazir of the Sultan [of Zanzibar] - announced the transfer from the Company to a British Protectorate in Baraza at Mombasa on July 1st 1895.
