General Information:

Police - He did not arrive at Mombasa until Dec. 8th 1902. He had been seconded for a period of three years from the Queen Victoria's Own Corps of Guides, Indian Army, to take up this appointment in BEA. He was concerned to find that nothing at all had been done to carry out the policy of co-ordination of the various Units into a single body.
Capt. McCaskill made Mombasa his HQ. A small but neat stone office was erected for him by the PWD on a site outside the walls of Fort Jesus, close to the trolley-hiring shed at the main gate of the Fort, and conveniently near to the Police Station and Mombasa Club. ........ After his service with the Queen Victoria's Own Corps of Guides, an elite unit of the Indian Army, Capt. McCaskill must have been horrified by the poor living conditions, shabby uniforms and obsolete rifles of the Police. He wasted no time in making serious efforts to improve matters.
He obtained approval for 5 Sergeant-Instructors from British Regiments to be seconded over a period of 3 years to the BEA Police as drill instructors. ...…
On completion of his tour of duty, Capt. J.H.C. McCaskill, Inspector General of Police, returned to his Regiment in India (Nov. 28th 1905). He was succeeded by Ronald Donald, Town Magistrate of Nairobi. ...... During his term of office ... he had laid the foundations for the future of the Force and accomplished much under adverse circumstances.

Playne - The next officer in command of the EA Police was Mr H.H. Henderson, at that time an Assistant-Collector in the Administration, who was appointed Acting Inspector-General until the arrival of Captain McCaskill, of the regiment of Guides, who took command of the force on Dec. 6, 1902, with Mr Henderson as his deputy. During the command of Captain McCaskill the real amalgamation and officering of the police took place. Captain McCaskill remained in command for 3 years, and brought the police up to the strength of 12 officers, 6 sergeant-instructors, and 1815 non-commissioned officers and men. On November 28, 1905, on the completion of his seconded term, Captain McCaskill was relieved by Mr R. Donald, formerly town magistrate, and returned to his regiment.
