Barnes - There is an H.E. Foxen buried in Nairobi South cemetery, grave 55. The cemetery records are incomplete for that time and there is no information given other than the name. I suspect this could be Harriet [but she d. 1982]. From other entries in the register death probably occurred in late 1905.
Web - possibly William Francis Foxen who was a mechanic in the Uganda Railway - perhaps returned to India.
