General Information:

Hobley - one of the most lovable personalities who ever worked in Africa. Sir Francis de Winton, who had acquired some experience of African conditions in similar work on the West side of the continent as Governor of the Congo Free State. If he had been afforded a more favourable opportunity he would probably have done a great work by gradually consolidating the administrative position on the coast, but about the time of his advent the Company became committed to the costly Uganda adventure, which was too far away for him to control, and left inadequate staff and money for the work nearer at hand.
