General Information:

Appointed OBE in 1931 and CBE in 1934. Provincial Commissioner, Nyanza, 1936-42, then Liaison Officer, with the rank of Brigadier, between EA Governments and EA forces serving overseas, 1943-46 in Middle East, Burma, Ceylon and Madagascar, he was awarded the CMG in 1946. A Liaison Officer, Government Structure, British Element, Germany 1946-48, he returned to Kenya in 1949 where he was Defence Secretary 1949-51 and Executive Officer and Member of Mau Mau Detainee Appeal Tribunal from 1952-55. A Foundation Member of Kenya Kongonis Cricket Club, he retired to Limuru. His daughter Valentine married Hugh Clark, a farmer in Eldoret District.

Perham - 1929 - Kiambu - He is an important, anthropologically-minded and able DC in charge of this key Kikuyu district. - beautiful, delicate Mrs Fazan, with her pale blue eyes and pale gold hair ...... I heard afterwards that she was not well enough to be driven by her husband. His method was simple and expeditious, if not very reassuring. He simply set his foot on the accelerator until the Chevrolet reached its limit of 40 to 45 miles per hour, kept his foot there and went straight forward. The chasms in the road that I always so carefully skirt, he simply jumped.
